Peru said, the paid story DLC (assuming you have a Cerberus Network Key) for Mass Effect 2 are 'Kasumi: Stolen Memory', 'Overlord', 'Lair of the Shadow Broker', and 'Arrival'. All of the DLC can be played at any time during the game, except for 'Lair of the Shadow Broker' which can only be accessed after the Horizon mission which opens up the Hub world the first part of it begins on. As for when the DLCs can/should be played: Kasumi, I would recommend getting her and playing her mission right at the start of the game because it will give you access to a really cool Sub-Machine Gun called the Locust that becomes really helpful on later missions. The other DLCs, I would recommend saving for after the Suicide Mission, playing Arrival last as it essentially functions as a story bridge into ME3. Also, it helps to be maxed out at Level 30 as it one long mission with you controlling Shepard and JUST Shepard. I would also recommend buying the Weapons/Armor packs as I, in my personal experience, have found the weapons and armor contained in them to be extremely useful. They are the Aegis, Equalizer, and Firepower packs.

Another thing is if you don't have ME1 there is also an interactive comic book style DLC called 'Genesis' that allows you make the major choices from the first game so you won't have deal with the crap-default choices in ME2. Both Bring Down The Sky & Pinnacle Station can be obtained by redeeming your ME1 key in Origin and downloading Mass Effect via Origin instead. Both DLC will be included in the installation. Even if you redeemed it before it should still redeem the new DLC including copy, you would have two entries for ME1 in your Origin account though, both showing the same key. I recommend hiding the old version so you know which one is which. Once done run ME2 and on the main menu login to your BSN account to authorise the DLC (should be a one time only per computer deal).
